Interesting concept. Can you provide some links to examples of others doing this so I can better understand the concept?

It was actually a requirement for a corporate web site project I was involved in last year. We did find a mapping API that could do it but we didn't have time to investigate Ts&Cs/licensing, so we eventually implemented it using JS and image sprites. Alas I can't find that API now (will post again if I do) but here's some examples of the kind of (region/area) map I'm thinking of, except they are static, whereas what I seek is as I originally describe:

It's just not possible with this project and I'd have no idea how to implement it. Was hoping to see someone contribute to this, like the other older tickets, but people are complaining about the number of unresolved tickets, so I had to clean house :(
