针对出租车-无人机协同配送系统，存在如下问题： 1.重新对depot进行选址部署，选址部署需要考虑1)无人机的可配送范围；2）尽可能多的出租车要在这些depot附近放下乘客，使得更多的出租车可以参与配送。因此问题1是如何对depot进行选址。 2.站在每个depot的角度，可以将包裹到达depot和无人机配送的过程当做一个排队过程（基本概念参考排队论），由于1）每个depot的排队队列容量有限，2）出租车速度的随机性，3）无人机数量有限，空中配送能力有限，导致depot包裹队列不稳定，可能导致队列溢出（warehouse花钱请出租车将包裹配送到了depot，但是depot的队列无法接纳包裹，导致UAV无法配送）。因此，第二个问题是warehouse如何选择出租车进行配送，以缓解depot的包裹队列问题（也是地面出租车配送过程和无人机配送过程如何协调）。
