This was greatly improved in the commit "Optimized stats border tracing" by a factor of (in my tests) approximately 4.
However, this fix resulted in a very high memory usage, which was fixed in "Reducing data kept in memory during stats generation," "Stats Memory Cap fix 1," and most importantly "Player border drawing by sectors" which only had a marginal increase in time while reducing memory usage to be in the 200-300MB range, which is below the 512MB limit set by Heroku on its free servers.
Closing issue. With current tools, it is unlikely that much more time can be saved with further optimization and the time has already
