This has been an intermittent known issue with the testrunner. It uses a separate standalone implementation of nevncode, versus the webrtc implementation for all clients and servers. This crash happens when the encoder hasn't been fully disposed before initializing it again with new parameters.
Since this is no longer used by the main project, it's not a priority to fix, but I'd welcome a PR to add checking for encoder availability to the testrunner, if it's useful for others.
