Ah ha! The secret appears to be that you must run grunt build before you do anything. Running grunt test after grunt build fixes the problem.
Easy fix: update the Readme pointing that out.
Less easy fix: make it so that you don't need to build first ;)

Part of the config requires a "build" task to be run to do things such as populating bower dependencies in the requirejs config. i'm thinking perhaps spit that out as a "pre-build" or "init" style task which is run before any tests take place, as part of the test task (obv same for the build task too). What do you think?
