i found a resolution to this, go to app/scripts/main.js and change paths: {} to
paths: {
"angular": "../../bower_components/angular/angular",
"angular-route": "../../bower_components/angular-route/angular-route",
"angular-cookies": "../../bower_components/angular-cookies/angular-cookies",

Is this supposed to be fixed in the code or is this just a workaround I am supposed to apply? When I generate the project from scratch I still have the same issue.

I am having this issue too. The build process is failing and then I get this. I also do grunt build, is not fixing it. tried with node 0.10.27 and npm 1.4.8 and on earlier versions too.
