I fixed it. My mistake is UserID different in Keycloak and Identity Service. When caching, function load from redis with Keycloak's UserID but in function save permission used Identity Service's UserID.
My plan : copy id in keycloak service to id in identity service(delete FK in AbpUserRoles).
