When does this happen? Where this is executed?
E.g. is virtual environment up while executing? obviously not from the command traceback...
Why do you try to use settings_prod? Is it a deployment attempt or local copy rising attempt?
could you provide pip freeze of your environment? Seems like a problem with creating south migrations.
Also what tutorial/docs are you following?

This happens on current master as well - if you start with fresh database and try to run syncdb.

This looks like circular import issue - disabling this post syncdb signal made it work
