I think we are seeing some artifacts here. The notion of a score object alleviates much of the need for context, although an idea of what a score means (i.e. is 93 an "A" or level 5 mastery or something else) would be very helpful. As we've progressed, I dislike the notion of a "scored" verb in traditional e-learning and think that putting score consistently in with "passed" or "failed" is a good way to go. I do wonder about scenarios where the score doesn't immediately determine passing or failing, but for the case of a SCORM profile, I don't see a reason to use this verb.

In SCORM one can set a score. We're trying to support a case where an organization just wants to translate their SCORM data to xAPI. To do that, we need to allow sending a scored statement without any baggage of a passed or failed status.
