I think we should clarify that timestamp and stored are ISO 8601 DateTimes, and that as such they must have timezones. The language around may consider equivalent in the timestamp section seems strange to me, as of course they're equivalent -- not considering them equivalent would be perverse behavior. I'd instead prefer to have the standard warn people that timestamps may be from different timezones, and that code they write using timestamp/stored MUST be sensitive to timezone issues.
