Source Han Sans follows the Taiwan MOE glyph standard to a (very) great extent, but we also tried to strike a balance that allows more glyphs to be shared by Simplified and Traditional Chinese. Thus, there are some fringe cases, such as the second glyph shown above. The first case shown above is very subjective, and can instead be attributed to the typeface design. If one were to follow the Taiwan MOE glyph standard too closely, the result would be a clone of the typeface design used in the standard itself. Some amount of variation is both reasonable and expected.

To answer your question, while the Traditional Chinese glyphs do comply with the Taiwan MOE glyph standard, at least for the vast majority of glyphs that are within the scope of Big Five (CNS 11643 Planes 1 and 2), we are not strongly claiming compliance.
