I got bit by this on my last PR so I'm going to see what I can pull together.

Out of the 2 options, the official one looks to cover what we would need so makes sense to use that rather than pull in another 3rd party dependency.
Tasks:
- Add ktlint plugin to Maven
pom.xmlat same version (v0.36.0) as current Github action - Upgrade ktlint to latest version (
v0.37.2) and fix issues - NOTE: this triggers more linting failures due to new rules - Add details to
CONTRIBUTING.md - OPTIONAL: Add ktlint execution to run rules and auto-format to pre-commit hook - ensures all contributions are run through the linter before each commit (and therefore push)
