I like the simplifications you're proposing in not keeping track of "seen" files and simply dumping everything back into the stream on flush
. As for ordering, there are some more concerns similar to what you mentioned -- e.g., what happens when you add a new file that falls under path/to/glob/**
.
You may find it more effective to make use of the gulp-order plugin (https://www.npmjs.org/package/gulp-order) to ensure meaningful ordering at all times.

A very customized build process involving 1000+ JS files and many config files for a front-end SPA. These config files dictate the build order.
