Write results to txt

This should be simple, write the results of the SortChars in a mannerly, easy to read order

Implement CompareChars function

This function is intended to compare the characters to any specified alphabet ratios(the user would have to gather the data and but it in a txt themselves) and make it's best guess at what each character could through matching ratios

Implement 'Compare Mode'

CompareChars is already working, but it's never called.
If the user specifies '--compare' or '-c' nothing happens.

Tests for DeCode.py

A test file to try and decode to test DeCode against for every major update.
Possibly something easy like ceaser.
