This arose from the AutoML API which wants to store a bunch of keys, and can't decide between snake_case and kebob-case.

I think the standard should be to always use kebob-case for anything related to string identifiers ("should") with exceptions carved out when the hyphen character has another meaning (e.g., BigQuery which uses underscores in dataset names because otherwise customers will always have to escape the name).

This is probably covered by AIP-126 (#193), although it lacks a "how to fix it" section.
