Make BinCAT OCaml code compile under Windows

It is possible !
Steps (roughly, to be validated):

• install https://fdopen.github.io/opam-repository-mingw/
• install depex (opam install depext depext-cygwinports)
• install dependencies (opam install menhir zarith ocamlgraph)
• install c2newspeak
• try to build and patch paths, and uppercase to uppercase_ascii

Update:

• ignore warning 3 for deprecation of uppercase

For some reason, when building with make, rules to build cmi and cmx end up with backslashes in arguments, which make the build fail.

Need to investigate why.

Update:

• ocamldep must be called with "-slashes"

The OCaml code compiles (commit 8457fd0), but mlbincat.so looks terribly hard to get working.

ad02e76 disables mlbincat.so build on Windows. It not really needed for now. Builds on Windows now.

TODO: document build process before closing.
