Alright once again I find myself answering my own question. It was that the content was appearing in the div. That being said, I was wondering if there was a way for for these panels (perhaps in the future) to be fixed overlays that do not push content in any fashion.

I thought the style property would take care of that:

        skelBottomPanel: { 
            style: 'reveal',
            position: 'bottom',
            size: '60%',
            speed: 800,
            html: '<div>Hello World</div>'
        } 

Other than that a joy to work with.
