`migration_area_baidu` excludes area from param `area`

Describe the bug migration_area_baidu show all areas except the area in param area,

To Reproduce

import akshare as ak

df = ak.migration_area_baidu(area="杭州市", indicator="move_out", date="20240401")
df1 = df[df["city_name"] == "杭州市"]
df2 = df[df["city_name"] == "嘉兴市"]
print("--df1--")
print(df1)
print("--df2--")
print(df2)

df1 is empty, but it should not be empty df2 is not empty, but it should be empty

Expected behavior migration_area_baidu return the data for param area only
