Firstly are you referring to plsense, aren't you?
I had tested and succeeded to install plsense like the following step in Ubuntu12.04.

/tmp$ which plsense
/tmp$ cpanm PlSense-0.10.tar.gz

Fetching file:///tmp/PlSense-0.10.tar.gz ... OK
Configuring PlSense-0.10 ... OK

/tmp$ ls -l /home/.../bin/plsense*

Yes, I mixed it up. See aki2o/plsense#12
With an uninstalled plsense:
