Ok, this is a different problem. I need to investigate how to modify the python requirements.txt file Heroku uses to install the list of required packages.

I deployed Alerta server on heroku, so how can I run python setup.py install?

It seems there's no way to do this just for Heroku so I've added alerta-slack to the requirements.txt for now. You will need to upgrade to Alerta server version 4.7.21 and add two Heroku config variables called PLUGINS and SLACK_WEBHOOK_URL. See example below...
