I rewrote this part in PR#82, but it could probably be improved further, as I am a bit tired and probably glossed over some things that could be expanded on. There's really quite a bit going on here.

Why would keyboards need more than 1.5 Mbit/s? The HID Class specification does not require this, and the sample device in the example in Appendix E is even a low-speed 105-key keyboard.

Because 1.5Mbit/s is the slowest bitrate that USB can go.

Yeah, that's called Low-Speed. Full-Speed is 12 Mbit/s
