That's a bug in webrick. Try "gem install thin" and I think deck will prefer thin, which has no problem with Ctrl-C.

Please let me know if that works.

@alexch I'm not sure where that would be best stated in the README. Perhaps it is part of the installation requirements?

Good call. It should at least go into the README. I'm wary of putting
it as a hard requirement since that might interfere with people who
want to deploy their decks on a server.
