This is because gulp plugin are transform streams that act on an initial stream of file objects. This initial stream calls .end() - not the plugins. If you want to start with a plugin just call .end():

gulp.task('envJS', [], function () {
    var env = {
        build: {
            dev: dev
        }
    };

    var envJS = 'var env = JSON.parse(\''+JSON.stringify(env)+'\');';

    var fileStream = file('env.js', envJS);
    fileStream.end();

    return fileStream.pipe(gulp.dest('temp'));
});
