Yes you are correct . We use 0 as rest and all voltages i.e. threshold is relative to zero. Someone will add shortly how to get the actual resting potential of a neuron. With this information you could subtract the rest from all values of voltage to see the model in actual neuron voltage space.

You can download ephys features for a cell via the CellTypesCache or CellTypesApi. Resting potential is one of those features (vrest). For example:

from allensdk.core.cell_types_cache import CellTypesCache

specimen_id = 480273887

ctc = CellTypesCache()
ef = ctc.get_ephys_features(dataframe=True)
print(ef[ef.specimen_id == specimen_id].vrest)
