Specify package overrides

Provide the ability to specify config sections that allow for tweaking of individual packages. I.e.,

[package:argparse]
always_include_external = True

[package:Pylons]
whitelist_package = True

And so on.

Check external mirrors to see if they're accessible

In the case that using external mirrors is preferable, but easy_install will fail if the sites are down, it would be nice to have the option of checking to see if a site is up before giving it to the client.

Obviously, there will need to be a time constraint and some sort of caching period, otherwise we could spend a long time trying to connect.
