Old Powershell doesn't extract Zip files in Windows 10

Instead of working around the old Powershell issue, we can install the new version.

I have been using and testing this functionality on Windows without any issues. As you see the CI tests also pass on Windows.
What version are you trying? Which windows version?

I'm trying it in Microsof Windows 10 Education N Version 10.0.19044 and Windows Sandbox (Microsoft Windows 10 Enterprise Version 10.0.19041). I think the difference is that CI uses powershell core by default, but desktop Windows 10 ships with classic powershell (5.1). Indeed after I've installed powershell core, everything works.
