感谢提问！
1.SD卡不是必须的。如果需要保存文件，需要自行移植fatfs或者其他文件系统；
2.建议按照如下图方式配置IO。可能是配置不对导致的无法连接上。

我这直接连接不上，板子不响应PLC的ARP包，有正常的log或者通信流程抓包吗？

不响应ARP包可能是IP设置的不对，建议下载一个pronate查看一下设备信息是否正常。可以在西门子官网或者如下链接下载：https://download.csdn.net/download/andre_ww/87789401?spm=1001.2014.3001.5503
