This is the way its designed so you don't bother the user who doesn't want to give you permission.

Shouldn't the user be guided to the settings page for app?
The API is a little confusing as it is seems like it is not possible to get a state for where the user are in the permission flow:
- First questions
- Second time (showing rational)
- No further permission dialog
A UX might want to guide the user up front and not rely on the system dialogs for providing explanation. A good example is when belog Android 12 and the app need to do Bluetooth LE scanning, then location permission is required. Any system explanation for the Location will not be understood by a user so an explanation upfront is needed.
