It depends on the conversion needed:

  • For simple conversions where you can keep every n'th frame eg. 60 to 30 fps, please try FrameDropEffect. The javadoc on that class describes the two algorithms that are available.
  • For speeding up or slowing down (which generally has the effect of changing the video frame rate), ExoPlayer lets you set the playback speed, and see #559 for Transformer.
  • For anything involving frame interpolation it would probably require OEMs to add hardware accelerated support in their devices to be performant enough (this is already done on some Android TV devices) and then we'd need to integrate this.
