I should note I also tried v1.16.0 to see if it was a v2.x issue. No luck.

Have you tried to target your inventory file using:

/home/jenkins/ansible/bin/ansible-inventory -vvv --graph -i hcloud.yml

Or if you don't want to specifiy your inventory, you can configure it in ansible.cfg with:

[defaults]
inventory = hcloud.yml

Also make sure to paste your inventory and ansible config when asking for help about ansible inventories.

Thanks for the suggestions, in the end I moved the plugin into plugins/inventory in my local checked out Ansible roles and it worked fine, so definitely some Galaxy weirdness. I expect it would be fine on a less ancient server!
