I have found since that it is Python best practice to use the more verbose 'pythonx.x -m venv .venv' version of the command in order to explicitly call out what version of Python you wish to use with the virtual environment. Since we are recommending supporting as far back as python3.7, that would look like:
python3.7 -m venv .venv && source .venv/bin/activate
I am using Ubuntu 18.04 since 20.x no longer distributes Python 3.7. Note that some bugs in the packages from Ubuntu18.04 can cause some confusion here. There are myriad permutations that are supposed to work, but will waste your afternoon with bizarre errors and strange behaviors. The following recipe is the best path through I have found. Apparently installing Python 3.6 as well as 3.7 is required to get pip going. Note that you need to install python3.7-venv, but python3-pip.
sudo apt install python3-pip python3.7 python3.7-venv
python3.7 -m pip install -U pip
python3.7 -m venv .venv && source .venv/bin/activate
