From 1.2.x to 1.3.x version contains structural changes in contexts, bean, and settings, therefore they will not be probably suitable if you just copy old DB files to the new version.

Importing, exporting settings during upgrade is on our roadmap.

Oh OK, that's kind of a big deal for us, as you lose your published stream URLs when you upgrade, which are auto generated, unique, and not editable. Re-creating them isn't an issue, but the big problem for us is that anything that is upstream subscribing to that specific published URL now needs to be updated, and that is no small task for us. I understand you have your own priorities for the project, but this is a deal-breaker for us. Thanks again for the clarification.

You are right, your case is really big deal. If you still need assistance in this issue, please indicate that. We may guide you on how to read DB file programmatically in Java environment to reach records. Also as I mentioned before, these importing, exporting settings during upgrade is on our roadmap.
