The test failure is interesting. We submitted a transaction at 15:15:36.382 that transaction was processed and transferred to the nodes peers at 15:15:36.385. That trx was incorporated into a block on the BP and received back at that node at 15:15:36.405. So 23ms from first speculative execution until seeing it in a block. The test asked for its status after 15:15:36.405 expecting it to be LOCALLY_APPLIED, but it was instead IN_BLOCK.
The BP is setup to be at 2 nodes away, so the block was processed by at least 1 node before it was seen. This is just way faster then the test assumes.
