I investigated further and this is not a Cordova issue. In case someone has a similar issue one option is to store plugins folder on git or cache it in CI.

It's partly a Cordova issue, and should be much improved in the next major version.

Also curious. What happens to us is that Cordova always adds one plugin, because it "discovers it in the config.xml", and then after some time realizes that the plugin is already added.
