Description
Related settings: convergence strategy, silent strategy, notification strategy
Requirement description: For example, if I want to set policies for certain tags, set a whitelist. I want to exclude several tags from the setting policy, then set up a whitelist.
Current situation: Only a whitelist can be set. If there are 100 tags and you want to exclude one of them, you have to check 99 tags, which is very troublesome.

The combination of tag whitelists and blacklists will complicate understanding of tag usage. The scenario you describe is low frequency.
