It seems that the error was caused by lack of permission to read secrets.OP_CONNECT_HOST and secrets.OP_CONNECT_TOKEN as it was triggered by dependabot, rather than caused by the dependency itself. Reading secrets was triggered because a) source of this pr is not a fork but a branch dependabot/cargo/core/rusqlite-0.31.0 and b) changes in /core are detected.
This issue should be able to resolve by adding a condition guard to prevent reading secrets if the pr was made by dependabot, or (perhaps a bit hazardous) giving dependabot the permission.
