Apollo does not include the communication part between obu and rsu, only the communication part between apollo and obu

apollo <-> obu <-> rsu

To make apollo and obu work with each other, there should be also grpc service/client running on obu, right? we only see the apollo service/client in apollo source code, if I didn't understand it wrong
