All models can be saved in a native format using model.save('foo.model'). So your service can load models using:

loaded_model = turicreate.load_model('foo.model')

and then you can make predictions. Prediction latencies are typically quite low as we have optimized several models to work well in a low batch setting specifically for this reason.
