Following up on this, I discovered that the system limits in /lib/systemd/system/arangodb3.service
# system limits
LimitNOFILE=131072
LimitNPROC=131072
TasksMax=131072
are the source of the problem. I have increased them and all is fluffy kittens and happy puppies again.
