Absolutely. Sorry for the lack of documentation.

For testing purposes, it's probably easiest to fetch data from,
https://metrics.torproject.org/data.html

The v3consensuses correspond to data/consensus. The exit lists are public/exit-addresses. Once you have those two, you can run exitips.py to produce data/exit-policies.

Another method of obtaining the consensus is from a running Tor instance. Copy the cached-consensus from the data dir. There's a good description of the necessary configs in the stem docs cause you generally only download the microdesc-consensus, https://stem.torproject.org/tutorials/mirror_mirror_on_the_wall.html#can-i-get-descriptors-from-tor

Check the second commit (first was accidental subbranch).

It'll retrieve any missing files over rsync if someone tries to run without the files, it should be easier than them having to figure it out themselves.
