Hm, maybe I'm seeing something different than you? Those are different pages with different contents. The first is a wiki page and the second is a file.

In fact, I have checked the wiki home page, it shows two links to the CONTRIBUTING.md file (from the right menu and at the end of the page), thus my comment.
