Considering it's happening only on Dotcom Simple Sites, @devicenull could this be related to the other issues with media files on Simple Sites?

I'm not sure that's related - the issues in #87642 are not relevant to content not appearing on the public side of things. I looked at your simple test page and I don't see the browser attempting any sort of request for the PDF file. This would lead me to believe it's unrelated to the existing issue.
