The above seems like what we'd want, although I'd expand on it to clarify else if:

foo a =
    if
        if a == Nothing then
            True
        else
            False
    then
        "Yes"
    else if
        if b == Nothing then
            True
        else
            False
    then
        "Perhaps"
    else
        "No"
