Turns out, both machines time need to be sync.
After I force mssh client and target instance time-sync with standard time by ntpd. problem solved.

How did you sync time
My case is ubuntu 16.04 with ntp installed.
Make sure you open outbound upd 123 port on the security group.
sudo service ntp stop
sudo ntpd -gq
sudo service ntp start
from aws-ec2-instance-connect-config.
