What does sam --version report? Try upgrading sam

Ok, 1.19 is up-to-date. Just for reference, on my system with sam 1.17, the command works:
$ sam init --name lambda-dotnet5.0 --no-interactive --dependency-manager cli-package --package-type Image --base-image amazon/dotnet5.0-base
Cloning app templates from https://github.com/aws/aws-sam-cli-app-templates
I wonder if something changed/regressed with sam 1.19 ?

I downgraded all the way to 1.17 and I still see the error. What other things that SAM depends on that can possibly throw this error? What does that error even mean?

I figured it out. It's our VPN that's causing the problems. Disconnected it and everything started working fine.
