The 5th bullet, would be extra work at the moment since a Requires.yaml only knows information about itself, where the bundle creation requires information about every package.
To use the Requires.yaml we would need to change our bundle writing to download each helm chart and untar them. However once we add images to the bundle spec it's probably going to be a requirement to do it this way so I'll work on this post GA.
