By default, a SigV4 signer should URI-encode the path that gets passed in. It assumes that path was already URI-encoded, so we call that "double-encoded".
For S3, the signer does NOT do a second encoding. It uses the path as-is, assuming it's already been encoded once.
For whatever reason, this test exists that has an unencoded " ". The SigV4 signer should encode " " -> "%20", because that's the default behavior. I'm guessing they put a space here just because it's the most common encoding people know.
