Not sure what you're trying to accomplish? You can just realpath the 'dir' folder (which should be accessible to the public) and then use HTML::style($file) normally.

Example: http://www.mysite.com [working with "config default"]
/var/www/mysite/media/css/ and /var/www/mysite/media/js

but not working
http://www.mysite.com/admin [ not working with "config default"] this [config custom above 'css_admin']
/var/www/mysite/media/ADMIN/css/ and /var/www/mysite//media/ADMIN/js

Only works with the main site.

I don't see why something like...

    'dir'            => realpath(DOCROOT.'../admin/media/cache'),
    'gc'            => TRUE,
    'filemtime' => TRUE,
    'compressor'    => 'cssmin',
),

wouldn't work, but I'll give it a try shortly. I'll comment back ASAP.

I think your config is wrong. Try:

    'dir'                => DOCROOT.'/media/cache',

    'filemtime'      => TRUE,

Let me know if this issue persists, but based on your structure, the config I provided should work.
