We could add a feature to do a what-if and see if there are no changes, but not currently planned and low pri

@weikanglim Assigning to you since you had many ideas around this at the implementation level. Related to #141.

I suspect that there's not a formal PM spec needed here but we can collaborate on any UX decisions to be made.

I also suspect that the what-if or plan gesture will be related here. We can work together to design this.

In an early PoC I did, provision caching relied on client-state and assumed that the resource group is only managed through azd via azd provision.

what-if could remove this limitation and use server-side diff, but it seems that what-if is susceptible to false-positives. Issues documented in the repository here. The first step here may be to investigate false positive rates and what it means for reliable caching and also UX.
