Non-Microsoft Build Systems Fail to Resolve Dependencies

I was going to try to get tricky with the solution to this problem (which I knew was there, but didn't create the issue, sorry about that!) but I think the easiest option for now is to not rely on nuget packgage restore and instead just commit the packages folder in full to the repo.

Thoughts?
